Watchers are responsible for making sure the next Dragon Speaker and bringing them to the Dragon Mountain, where they come into their full powers. After this, the Speaker and Watcher stay in touch, and the Watcher mostly stays out of the way, though also ensuring the Speaker will be able to protect the kingdom.
